In acknowledging that passive smoking is both a public health hazard and a welfare issue, and recognising that employers have general duties under Health and Safety legislation to protect employees and others from the effects of environmental exposure to tobacco smoke, more and more organisations are implementing a total ban on smoking in the workplace. Furthermore, The Department of Environment's "Code of Practice on Smoking in Public Places" makes clear Government Policy that people are entitled to breathe air unpolluted by tobacco smoke and that non-smoking shall be the norm in buildings frequented by the public. In a large number of organisations that have a No Smoking policy, employees who smoke tend to find themselves relegated to smoking "off site". This is often at the front of buildings and around entrances and exits. Unsightly discarded smoker's litter is usually the result, with people huddled together against the elements. However, smoking shelters enable organisations to provide aesthetically acceptable designated smoking environments in controlled areas, away from main entrances and exits, whilst taking account of the needs of those who smoke. Well-designed smoking shelters, such as those illustrated here, enable easy access and egress. In addition, design features, such as the open areas at the base and below the roof line, should allow for the rapid dispersal of cigarette fumes for the smokers' comfort.
